AABE National Supports Willie L. Phillips for FERC Chairman

January 3, 2023

On December 19th, 2022, AABE President Ralph Cleveland sent a letter to President Biden in support of Federal Energy Regulatory Commissioner Willie L. Phillips, President Biden's first and only appointment to FERC, to become Chairman of the independent agency. President Cleveland stated, "As Black America’s voice on energy policy, AABE pioneered the call for justice, equity, diversity, and inclusion (JEDI) in the American energy sector nearly 50 years ago."

President Cleveland shared AABE's support of Commissioner Phillips' background and qualifications:

"Phillips would become the first Black Chairman of the Commission, however our support for Commissioner Phillips extends beyond his identity and incorporates his unique qualifications. As FERC Chairman, Phillips will offer decades of rich and unparalleled experience that will both challenge and support a sector in the throes of deep transformation. Commissioner Phillips’ past service as chairman of the District of Columbia Public Service Commission (“DCPSC”), Assistant General Counsel for the North American Electric Reliability Corporation (NERC), president of the Mid-Atlantic Conference of Regulatory Utility Commissioners (MACRUC), member of the Electric Power Research Institute (EPRI) Advisory Council, and board member of the National Association of Regulatory Utility Commissioners (NARUC) and the Organization of PJM States (OPSI), all demonstrate the experience of an adept leader who is a strong consensus builder."
